| Vibration you can feel in the seat is usually the rear of the vehicle, in the steering wheel is the front. Now that the obvious has been said... you have vibrations in both places. Were they present before the new tires? If not I would check the date codes on the tires and see if they are old, and/or possible warped or bubbled. Or maybe the person who balanced them didn't do such a great job. What kind of tires are they? My vote is tires out of balance and/or shocks/struts need to be replaced.
